All Parks Alliance for Change

For 25 years, All Parks Alliance for Change (APAC) has organized to improve the living conditions of thousands of families living in manufactured homes. While these homes make up the largest affordable housing stock in Minnesota, residents face a unique challenge-they own their home but not the land it sits on. APAC's legislative success includes passage of legislation to prevent retaliatory evictions and local ordinances that require compensation for forced relocation. APAC organized strong tenant associations to succesfully stop park closings, address resident concerns, and pursue resident park purchases. In September 2004, Sunrise Villa became the first cooperative manufactured home park in Minnesota, making real homeownership-including the land-a reality.
